Activating eSIM from abroad of Netherlands

I’m currently in Italy and plan to move to the Netherlands. Can I order a new Sim Only eSIM in my own name, install and activate it for the first time in Italy, and receive calls and SMS there? Do I need a Dutch address or bank account to place the order?
